Shelena Hawkins, a native of Camden County, GA has served as the Director since March 2014. She has also served as the Deputy Director and Senior Planner. Before coming to DCED, Shelena started her professional career in 2004 as a City Planner with the City of Albany, Planning Department. Currently, Shelena holds both an undergraduate degree in Biology and a Master’s degree in Public Administration from Albany State University. She has extensive experience in working with public and private stakeholder groups, land use development, community planning, and enforcement of local, state and federal regulatory requirements.

The City of Albany, Georgia is an entitlement community that is responsible for administering the Community Development Block Grant (CDBG) and Housing Investment Partnership Program (HOME) programs funded by the U.S. Department of Housing and Urban Development (HUD) within its three strategic planning areas which serve as the focus of where federally funded activities are primarily undertaken:
CDBG's PRIMARY OBJECTIVE
The development of viable urban communities, by providing decent housing and suitable living environments and expanding economic development opportunities principally for persons of low and moderate income.
ELIGIBLE ACTIVITIES MUST MEET ONE OF HUD’S NATIONAL OBJECTIVES:
1. Benefit low and moderate income persons,
2. Aid in the prevention or elimination of slums and blight; or
3. Urgent Need
HOME's PRIMARY OBJECTIVE
To expand the supply of decent, safe, sanitary, and affordable housing for very low-income and low-income households.
