W. Nathaniel Norman
W. Nathaniel Norman began with the City of Albany in 1996 as a part of the Albany Police Department. There he served as a General & Specialized Peace Officer Standards Training (P.O.S.T.) Instructor, Field Training Officer, and Community Oriented Policing Officer for District II. In 2005 he was appointed Marshal through the City’s Finance Department. There he managed business and alcohol licenses in the city and county. In 2007, Norman served as the Chief License Investigator for the Code Enforcement Department. There, he managed the enforcement all federal, city and state codes, laws and ordinances as they pertain to Occupational Tax, standards of residential living, and new construction. He also facilitated the development of related ordinances. In 2015, Norman was selected as the Director/Marshal of the City’s newest department, License and Business Support. This department consists of the Treasury, Small Business, and Marshal’s Divisions. He is responsible for the oversight of small business practices, finding available resources, and monitoring taxing procedures and enforcement.
As a native of Flint, Michigan, Norman found his home in Albany, Georgia after serving in the United States Marine Corps for ten years and serving as a Deputy for the Dougherty County Sheriff’s Office. He is a graduate of Columbia Southern University where he received his Bachelor of Science in Business Administration/ Management. He is the former President of the Georgia Association of Business Tax Officials. Norman is a member of the Georgia Association of Chiefs of Police, the National Organization of Black Law Enforcement Executives (NOBLE), and the International Association of Firearms Instructors. He is certified by the National Safety Council as a Defensive Driving Instructor. He is a certified advocate for Crimes against the Elderly, and he has received specialized training in hostage negotiations, interviews and interrogation, and international property maintenance. Marshal Norman also volunteers for the Literary Program.
The License & Business Support Department is comprised of 3 Divisions; Small Business Services, Treasury and Marshal’s Divisions. These divisions collectively licenses, monitor, and enforces compliance of all businesses that in the City of Albany and Dougherty County. In addition, they are responsible for registering all alarms, coordinate special events within the city, and provide security for the Municipal Court and the Albany Utilities.
